The CIDC consists of 25 members; the Prime Minister as the chair, the Minister of the Office for Government Policy Coordination as the secretary-general, 15 ministers of the ministries and offices, the President of the Korea International Cooperation Agency (KOICA), the Chairman of the Export-Import Bank of Korea and 6 non-governmental delegates. Their tenure will be 3 years.
In addition, the ‘Working Committee for International Development Cooperation (Working Committee)’ is operated in order to support the activities of the CIDC and to execute practical matters. This committee “reviews and selects the bills to be introduced to the CIDC and executes agendas entrusted by the CIDC.”
The Working Committee comprises 22 members; the Vice Minister of the Planning Office in the Office of Government policy coordination (OPC) as the chair, 16 directors of relevant ministries and offices, the Vice-president of the KOICA, the Chief-director of the Export-Import Bank of Korea and 3 non-governmental delegates.
In order to complement the decentralized assistance system of Korea and to enhance cooperative discussions among ministries, the Committee for International Development Cooperation (CIDC) and the Working Committee were founded in January 2006, with the Prime minister as the chairman. The establishment was based on the recommendation from the Comprehensive ODA Improvement Plan (hereinafter referred to as “the Plan”) announced in November 2005.
As one of initiatives for ‘Infrastructure Building’, which was the fourth pillar of the Plan, the installation of a committee on ODA was suggested.
Although there existed a directorial ODA council between the Ministry of Foreign Affairs and Trade (MOFAT) and the Ministry of Economy and Finance (MOEF), a comprehensive ODA plan was not in place in the past. Moreover, the need for coordination arose recently as multiple ministries began to take roles in international development assistance.
Thus, a presidential decree on establishing the “Committee for International Development Cooperation” was promulgated and put into effect.
The CIDC, chaired by the Prime Minister, was created with a mandate to deliberate the key policies and plans of Korea's development assistance.
In Korea, policies on international development cooperation are made through cooperation and participation of relevant ministries and offices, mostly led by MOFAT and MOEF, local autonomous entities, and executive bodies of international development cooperation.
The main functions of the CIDC are to review major policies on development cooperation, mid-term and annual ODA plans, ODA performance assessment, overseas emergency disaster relief program and NGO support programs. Details are as follows :
